Plantea revisar la pol\u00edtica de subsidios, considerando una focalizaci\u00f3n centrada en sectores como la agricultura y transporte. La pol\u00edtica econ\u00f3mica y laboral orientarla a la recuperaci\u00f3n del empleo, incentivando a las micro y peque\u00f1as empresas con reg\u00edmenes simplificados y exenciones tributarias. Adem\u00e1s de establecer un sistema masivo de cr\u00e9ditos a tasas bajas, adecuar la presi\u00f3n tributaria con procesos simplificados y aplicar criterios de progresividad para crear incentivos para la producci\u00f3n, especialmente de la econom\u00eda popular y solidaria. Dar prioridad al sector social y solidario con cr\u00e9ditos sin intereses. Tambi\u00e9n, propone impuestos m\u00e1s altos a las ganancias de empresas que hayan acumulado rentas monop\u00f3licas u oligop\u00f3licas en un periodo de tiempo largo, y generar impuestos que graven a grandes plataformas transnacionales. En cuanto al trabajo, el binomio propone reactivar la econom\u00eda con la creaci\u00f3n de trabajo digno universal y detener la flexibilizaci\u00f3n laboral. Proponen una legislaci\u00f3n para el primer empleo joven, con estrategias de formaci\u00f3n, cr\u00e9ditos para empresas y exenciones tributarias para las que generen empleos formales. Propone no implementar los Tratados Bilaterales de Inversi\u00f3n y rechazar los Tratados de Libre Comercio y los Tratados Bilaterales de Inversi\u00f3n convencionales. Fortalecer a las unidades de salud con infraestructura, personal, equipamiento e insumos y medicamentos, y establecer presupuestos anuales y plurianuales para mantener equipos e instalaciones. Atender prioritariamente la salud sexual y reproductiva al mismo tiempo que implementar estrategias para la atenci\u00f3n en salud inclusiva de grupos diversos. Tambi\u00e9n, mejorar la infraestructura y equipamiento f\u00edsico y tecnol\u00f3gico de las instituciones educativas; reducir la brecha tecnol\u00f3gica y de conectividad; recuperar los infocentros; e, incorporar las tecnolog\u00edas de la informaci\u00f3n y comunicaci\u00f3n en el proceso educativo y otorgar becas de conectividad. Sobre educaci\u00f3n superior, propone: mejorar el sistema de nivelaci\u00f3n y admisi\u00f3n a la educaci\u00f3n superior p\u00fablica; establecer mecanismos regulados de becas, cr\u00e9ditos, cobros, cuotas de ingreso en la educaci\u00f3n superior particular; recuperar las universidades p\u00fablicas y los programas de becas en el exterior; cumplir con la preasignaci\u00f3n presupuestaria constitucional e incrementar la inversi\u00f3n educativa; recuperar Yachay e impulsar programas de maestr\u00edas de investigaci\u00f3n, doctorados y posdoctorados con becas; e, incrementar el n\u00famero de profesores con perfil de investigaci\u00f3n e impulsar incrementos en fondos de investigaci\u00f3n en universidades. Ofrece un Plan de Lucha contra las Violencias y Discriminaci\u00f3n, a la vez que les interesa crear observatorios, refugios, redes de prevenci\u00f3n, capacitaciones. Asimismo, realizar medidas integrales para cumplir con la debida diligencia en casos de violencia de g\u00e9nero, adem\u00e1s de contar con un marco jur\u00eddico adecuado de protecci\u00f3n. Planea dise\u00f1ar estrategias de prevenci\u00f3n para evitar y eliminar factores de riesgo, y fortalecer a las instituciones para una respuesta efectiva. Igualmente, propone construir pol\u00edticas p\u00fablicas contra las violencias que sean participativas.
